According to many, the digital world is being divided into ‘haves’ and ‘have nots’ – between those that have access and can use a computer and the Internet, and those that do not have such access. Some believe that this creates serious ethical implications and that there is a moral obligation to do something about the disparity; the ‘have nots’ may well feel discriminated against or feel ‘socially excluded’ and are missing out on many life opportunities. Do you feel that everyone everywhere should have access to computers and the Internet, regardless of location, need, competency, or ability to pay? Hey, Richard I agree that there's a lot of available free internet options out there and people can easily use one of them. Working in the airport there's always free Wi-fi and American airlines I think it was finally started offering free Wi-fi to its customers instead of making them pay for it while on the plane. When it comes to assistant programs I think often most people don't take advantage of them because they have that sense of pride about not taking "Handouts" that or often people just don't know about those programs especially if they don't have internet access in the first place since many program's have applications which need to be filled out with computer access now a days.
I do think if the government had total control over the internet that they could limit what we can access or police it they already tried that by using different shadow regulation such as SOPA/PIPA and COICA to regulate what websites can be viewed but without the user aware of what was being taken away. You also had the 6 Strike rule which finally was stopped which Hollywood was in on as well.
Talking about Starlink it is expensive and the internet speeds still don't compare to most fiber connections there's also some limitations since it makes use of antennas. But there's a couple companies that have started using satellites flown in the atmosphere which is known as LEO space which the government uses but that's also the trouble with attempting to use it getting the patient rights in order to use that space. But I think over the next couple years we will see more companies make use of the technology and that will also make prices much more competitive as well as provide better service.
As for schools they usually provide ways for the students who don't have phones. I mean most colleges have laptops that students borrow and I would imagine it would be the same for phone as well. I don't think they would fail a student on the basis of unable to connect.
